SAT>IP: List only streams of current user

Using the SAT>IP protocol when a client send the command DESCRIBE all running streams are listed. I suggest to add one option in the SAT>IP server config for FILTERING the list to include ONLY the streams for the current user.

Some advantatges for this:

- If the list of running streams are huge the client only receives a short list.
- It increases the security because the client only shows his streams.

I feel it's easy to implement it as the function only needs to filter out entries in the list when sending the response for the DESCRIBE command. Don't worry about PLAT requests for streams not listed... this function is not for strong security, only for hidde unwanted data.
